Session Overview:

The Chief Performance Officer and his team at the Office of Management and Budget have created an ambitious agenda addressing the focus needed for the greatest impact on government programs. As part of these priorities, it will be critical that those who contract with the government are delivering what they promised, in terms of price, schedule and performance.

This session will examine the roles of both the supplier and buyer as it relates to what has to take place to ensure contracting success starting with the pre-RFP process through to contract award and management within a transparent, collaborative and high-performance government procurement practice.

The current environment of transparency, efficiency and effectiveness constitutes a change in the way the government does business today. Declaration of a new concept can only be effective if an Agency or organization is willing to adapt to and adopt to this new way of doing business. Change Management – the cornerstone of effective transformation – is a significant tool in helping to shift the behaviors of an organization to support a new mission, vision or direction. In this session, you will learn how to:

Session 3 Title: Start-Up Success Stories: From Organizational Models To Rollout Strategies (Click to Access)

Initiating a strict commitment to a high-performance government operation can be intimidating, even with the recognized positive outcomes; however, when designing your organizational framework, an educated decision on which model and rollout strategy is right for you is the key to success. What types of models have worked well in the public sector already, and who is currently using them? What did these organizations take into account when establishing an agenda for a smooth rollout? This presentation will provide specific examples and answer the fundamental questions that go into deciding on an organizational model and learning how to effectively put it into action. In this session, you will learn about the following:

  • The difference between various performance-driven approaches, from decentralized to centralized, to help you decide on an organizational model that works for you
  • Types of organizational models and successful examples of each in the public sector
  • Specific variables that need to be accounted for when deciding on an appropriate rollout strategy—one that will lead to sustainability and allow opportunity for growth
  • Options for rollout strategies and who has used them

Session 4 (Roundtable) Segment Title: What is Transparency in Government? (Click to Access)

In my keynote address “Contracting To Win: Buyer and Seller Responsibilities in 21st Century Government Procurement” this morning I made the statement that “transparency is not holding fast to the illusion of a level playing field, but to a clear understanding of the layout of the field itself.”

To expand on this concept of transparency further, I will refer to a comment that was made by Washington-based expert author Judy Bradt who, as I will mention in her introductory bio has helped more than 6,000 clients win in excess of $300 million US in government contracts, during Part 3 of our 7-Part “Seven Steps to Success: Jump Start Government Contracts” Series on Blog Talk Radio. Specifically, Judy’s point that “the process for winning government contracts is truly based on the ability of a supplier to legitimately and transparently win preference with government buyers.”

Joining me in this probing 60-minute segment on what transparency really means in the realms of public sector or government procurement is a guest panel of experts whose experience, expertise and insights will shed some much needed light on a subject that has often eluded a practical, real-world definition.

Session 1 Title: Defining Business Viability with Advanced Service Portfolio Management (Click to Access)

Appointed to the Federal Senior Executive Service in 1999, Rick Arbuthnot is recognized for his executive leadership and credited with introducing significant initiatives across the Agency, such as the Competency Management System, Executive Succession Planning, and Manage to Budget. He is also recognized for his expertise in organizational structure and design. Most recently, he managed all aspects of NASA’s Shared Services effort and has served as the Executive Director, NASA Shared Services Center (NSSC), since March, 2004.

As Executive Director, Rick managed the largest A-76 public-private procurement competition in the Agency’s history, as well as leading the Agency Transition Team, tasked with executing the minute details associated with consolidating Agency-wide administrative activities across ten geographically dispersed centers in the areas of Human Resources (HR), Procurement, Financial Management and Information Technology.

In addition to leading the competition and Agency transition activities, Rick now manages all aspects of activating NASA’s newest field Center, including defining the organization structure and staffing the nearly 500-person organization, ensuring all facility, IT and business systems, including charge-back mechanisms, are in place to operate the organization.
